1.

Chief Executive Officer (with Chief Financial Officer skills & abilities)

 

 

A dynamic leading SA Network Marketing Company is looking to appoint a CEO (a Nigerian or Expatriate) who will initially run as a Chief Financial Officer for its operations in Lagos, Nigeria.

 

 

·       Sufficient Financial / Marketing and Sales / Human Resources knowledge;

·       Able to effectively manage customers and contracts, particularly achieving genuine sales development;

·       A good understanding of the principles of marketing and advertising cost effectiveness, including market sector targeting, cost per response, conversion etc. advantageous;

·       A proven track record of effective people management;

·       A proven track record and demonstrable success in the leadership of change;

·       A proven track record of securing the establishment of a strong performance management culture;

·       A very good first degree from a reputable university

·       An MBA will be an added advantage

·       The candidate may also be a Chartered Accountant

·       Sufficient experience and evidence of working effectively at Senior Management level in an organization, preferably including experience in marketing and distribution;

·       Experience of managing high risk issues and emergency situations;

·       Experience of working successfully under pressure.

 

2.

Engineering Manager

A multinational FMCG giant (with a wide range of products) in Nigeria is looking to appoint an Engineering Manager who will cover its Lagos offices and operational locations. He or she will be involved in:

·       engineering strategy formulation

·       engineering performance management

·       contractor relationship management

·       maintenance budget management

·       engineering spares management 

·       Implement TPM and SHE/Q programmes

·       Develop training programs for plant technical and operating personnel

·       Coach technical personnel effectively in developing an understanding of the role of maintenance in supporting plant operations effectively

 

·       Knowledge of plant systems and equipment applied to maintenance activity and problems solving techniques

·       Complete understanding of maintenance management  function and the ability to apply technology and management system effectively in maintaining  plant assets and directing resources and personnel

 

·       A Degree in Mechanical Engineering

 

·       Must have proven experience {more than 7 years} in relevant field

 

3.

Executive Director, PPP Resource Center

 

 

Reports to: The Director General

 

 

 

Will work with relevant MDAs to identify and drive the procurement process for PPP projects. This will require developing proposals within adequate socio-economic and legal frameworks; procuring private sector partners for MDAs; and facilitating eventual contract execution by the relevant MDAs.

 

Will work closely with the Technical/ Audit sub committee of the board, as well as supervise all related project officers and functions within the Division.

 

·       Must have personally managed a number of PPPs - varied international experience in this regard will be of added advantage. Other qualities to proffer an advantage on the candidate would include:

o   Experience in specialist utility, financial / commercial expertise

o   Evidence of having experience complex areas of Transaction management

·       Excellent systems thinking skills – able to identify linkages and proactively address potential concerns

·       Able to work well with Government MDAs; as well as the private sector partners

·       Should possess excellent organization and documentation skills; as well as be able to work with a series of project management software

·       Must have a very good degree in a relevant field from a respected institution

·       A relevant postgraduate qualification is an advantage

·       Some formal exposure to Economics; Finance; Engineering and/ or Law would be very useful

 

·       Should have been in Management or senior management for a minimum of 10 years

·       Must have the experience of strict ‘project management’ support systems

 

4.

Executive Director, Contract Compliance Center

 

Reports to: The Director General

 

 

 

Will work closely with the Contract Compliance sub committee of the Board.

 

Will have the overall responsibility for ensuring that that the terms and conditions of each PPP project entered into by the government with the different parties are adhered to and, in this capacity, will create guidelines for the periodic monitoring and evaluation of such projects during commencement, implementation and at contract termination.

 

Will oversee the implementation of legislation and program objectives relating to the Commission's monitoring, enforcement and regulatory functions.

·         Possess a working understanding of PPP legislation, regulations, practice notes, standardized provisions and guidelines

·         Must be very conversant with standardization issues within PPP and related arrangements

·         Should possess excellent organization and documentation skills; as well as be able to work with a series of project management software

·         Must have a degree in Business, Law, Management or Development, Economics or a related field

·         A relevant postgraduate qualification is an advantage

 

·         Should have been in management or senior management positions for at least 10 years

·         Must have proven experience {more than 7 years} in PPP contract management, PPP commercial law and risk appraisal in terms of the financial, technical and legal aspects thereof.

·         Must have “hands-on” experience in various types of PPP; or should have worked at a senior level within the private sector in a related industry

5.

The Executive Director, Support Services

 

Reports to: The Director General

 

 

Will supervise the entire suite of shared support Services in the organization.

 

Will also serve as the organization’s Chief Financial Officer, also with the responsibility for managing donor relationships.

 

Will be responsible for ensuring that the resource requirements – human, financial and otherwise of staff are satisfactorily met on an on-going basis; and in this regard will work closely with the Board Committee on Human Resources and Establishment.

·         Versatile in budget and budgetary control, and financial management, administration and project financing

·         Hands-on knowledge of IT and Human Resource best practices as applied within similar government agencies

·         Possess excellent communication and external representation skills, with the ability to relate and work effectively and strategically with partners at all levels

·         Must have excellent Communication skills, as well as effective relationship management skills

·         Should be an excellent motivator of people and an effective problem solver

·         A bachelor’s degree with a major in Business Administration, Accounting, Finance, Economics or a related discipline

·         A relevant postgraduate qualification is an advantage

·         Must have a minimum of 15 years relevant work experience, five of which must be at an executive management level.

Technical Adviser, Director General’s Office

 

 

Reports to: The Director General

 

 

 

This is a Senior Management role responsible for providing high level strategic advice and support to the DG on matters relating specifically to PPPs, and concession agreements, and generally on regulatory matters affecting the ICRC and infrastructure development in Nigeria. Working in conjunction with the DG, he or she will promote policy dialogue and policy fora amongst key stakeholders.

 

·         Must be strategic in thinking and implementation: Able to work at a strategic and operational level, with a track record of developing and delivering on transactions and projects in an advisory or consulting capacity

·         Possess effective interpersonal, communication and negotiation skills, including ability to build relations with external partners and to present and articulate complex issues in an easy to understand language for different stakeholders

·         Able to develop innovative programmes to strengthen public-private sector arrangements

·         Must have excellent communication skills in the area of both business presentations and documentation

·         Must have a very good degree in a relevant field from a respected institution

·         Post-graduate degree in Economics, Finance, or Engineering, with proven specialist knowledge in public and private sector policy development and administration

·         Minimum of 10 years professional experience in PPP transactions and project finance issues, as well as policy dialogue and design for PPP frameworks in the context of developing countries

·         Should have adequate exposure, presence and maturity thus enabling him or her to adequately support the Director General

7.

Head Internal Audit

 

Reports to: The Director General

 

 

 

Will play the leading role in all the ICRC’s audit related matters.

 

Will assess the appropriateness of the commission’s financial control framework and ensuring appropriate controls are in place

 

·         Able to maintain current knowledge of developments related to the internal audit function, particularly legislation changes and developments as they affect Federal establishments, and new auditing techniques and practices

·         Must have demonstrable credibility and integrity

·         Must be a graduate of accounting / financial management and must be a qualified Chartered Accountant (ICAN)

 

·         Must have at least 10 years experience of developing audit procedures and conducting audits within similar organizations

·         Should currently occupy a management office with team managerial responsibilities

8.

Head, Communications

 

 

Reports to: The Director General

 

 

 

Will serve as the Chief Press Officer and spokesperson for the ICRC. He or She will be primarily responsible for the effective management of the media and the press corps on matters concerning the commission, and also creating awareness about ICRC’s mandate amongst the public and key stakeholders, thus not only keeping them abreast of ICRC’s activities, but also proactively promoting the embracing of the PPP concept as a catalyst for national development.

·         Should currently occupy a management office with team managerial responsibilities

·         Should show a track record of fruitful relationships with different media channels and agencies (as well as deep knowledge threshold of how they operate and the nature of input required in managing them)

·         Able to develop and drive the internal and external Communications strategy of the ICRC

·         A very good first degree from a reputable university, local or international

·         A relevant post graduate qualification would be an added advantage

 

·         Must have at least 10 years of successful and verifiable experience in Communications management

 

9.

Head, Policy and Regulatory Unit

 

Reports to: ED, Contract Compliance Center

Will articulate all the processes, standards and policies that will drive the PPP project operations of the ICRC for the effective delivery of PPP arrangements to MDAs and other stakeholders alike

·         Experience in strategy or policy formulation with some significant depth of understanding  or experience in how PPP arrangements work
